Thanks to the approval of a Special Purpose Local Option Sales Tax (SPLOST), Rockdale County was able to construct a 22 million gallon per day water treatment plant, ending the community's dependency on other jurisdictions for potable water. 

The Rockdale County water treatment plant is a state-of-the-art facility and went on line in the summer of 2002.  It has a permitted capacity of 22.1 million gallons per day (MGD).

This facility has many special features that are unsurpassed by many water treatment facilities in the state.  It has an on-site raw water reservoir that will hold 22.5 million gallons of water.  The water is pumped into this reservoir from the river intake structure, located one mile north of the facility on the banks of Big Haynes Creek.  Other features include on-site sodium hypo-chlorite generation, on-site ozone generation, two super-pulsator units, a sludge disposal system that pumps to the wastewater treatment plant, and an automated, computerized control operation system.

The Rockdale County water treatment plant received the Gold Award for the following years; 2004, 2005, 2008, 2009, and 2010. This is an award that distinguishes plants in the state of Georgia that have met all State and Federal regulations and is awarded by the Georgia Association of Water Professionals.

The plant received the highest score in the State of Georgia on its first ever Sanitary Survey. Most new plants score in the 60 to 70 percent range. Rockdale's plant scored a 93.7 percent. The water treatment plant is a 24 hour / 7 day-a-week facility. It operates with two operators per shift with four shifts. The operators perform 396 water quality test every day, which comes to 144,540 tests a year to ensure the quality of water delivered to the customers tap.
