get a neighbor to cut his grass?

(a)     It shall be unlawful for any person to maintain, cause or permit the accumulation of litter or uncut grass or weeds on any property under such circumstances that the litter or grass or weeds are or may become a nuisance, health hazard, hiding place for snakes or vermin, or where such is unreasonably unsightly. It shall be the final responsibility of the property title holder or his agent to ensure that any land and/or building located in the unincorporated area of the county be maintained in a manner protective of public safety, health and general welfare.

(b)     If the person responsible refuses to remove the trash, garbage or refuse from the property on which it is allowed to accumulate, or refuses to cut grass or weeds within three days after notice in writing has been given by the county to the person responsible, he shall be deemed guilty of a violation of this section.
(c)     If the person responsible for the conditions named in subsections (a) and (b) of this section has not acted to correct the violation, the county may enter upon the premises where the violation occurs after a conviction therefor and remove the trash, garbage or refuse, or cut grass and weeds. The county may assess costs incurred by it; and this shall be a charge against the person responsible, and shall be a lien against the property from which the trash, garbage or refuse has been removed, or the grass or weeds have been cut.
