The remainder of the SPLOST proceeds will be used to fund other capital improvements needs, such as a new health department facility, expansion of the Nancy Guinn Memorial Library, improvements to existing parks and addition to the Olivia Haydel Senior Services building.

Parks and Recreation:

Project: Earl O’Neal Pavilions and Legion Sidewalk Improvements

This project provides much needed enhancements to existing athletic facilities with the addition of three pavilions at the Earl O’Neal softball complex and sidewalk improvements at Legion Field. The enhancements improve the experience of the park user by providing shade and shelter and by improving accessibility between fields.
Features include:

  • Earl O’Neal Sports Complex- One 24 ft. by 24 ft. and one 24 ft. by 44 ft. pavilion adjacent to the softball fields
  • Earl O’Neal Sports Complex - One 30 ft. by 42 ft. pavilion addition to the existing softball concession building
  • Legion Field- Concrete bleacher pads at each baseball field and sidewalk connectivity throughout the park

  • This project consists of a new concession and restroom building at Earl O’Neal, Johnson, Legion and Pine Log parks. The buildings at Johnson Park, Legion Field and Pine Log Park replace existing antiquated facilities. At Pine Log Park, demolition of the old restroom and storage area will increase the size of the existing pavilion space. The Earl O’Neal building provides facilities for athletic fields on the north side of the park that previously had no permanent restrooms.

  • This project is intended to replace the antiquated tennis facilities at Pine Log Park with a new tournament-grade facility at 1400 Parker Road. The new complex will feature lit courts, spectator viewing areas, and a new pro-shop and restroom building. The Master Plan for the complex allows for up to 16 courts.

  • Nancy Guinn Memorial Library Expansion:
    The library expansion and renovation will provide much needed space for all sections of the library to better conform to the growing needs of Rockdale County. The Children’s area and public computer area, will benefit significantly from the expanded square footage, while the reorganization will increase capacity to the Adult, Audio/Visual, and Reference collections. The much-needed physical renovations to the existing facility will consist of partial roof replacement, HVAC equipment replacement; communication technology improvements; and new lighting, paint and carpet.

    The JP Carr Phase II project is the final phase of the J.P. Carr Complex. The Department of Juvenile Justice, the Department of Health, and Veterans Services will occupy the new facility and will share the complex with the Department of Family and Children’s Services, the Department of Mental Health, and Senior Services. In addition, a portion of the old J.P. Carr School will be preserved and renovated to provide a meeting hall, ensuring that the history and heritage of the past will be preserved for posterity.

    The goal of the expanded Senior Center is not only to accommodate the County’s growing senior population but also to increase the quality and level of service provided. The main feature of the expansion is the large activity/dining room which will be attached to the existing room, roughly doubling the area. Coupled with a large Recreation room, this new facility should enable the staff to continue to provide the seniors with excellent care and adequate programs as the county grows.
